Ehsan Momeni, PhD, GISP, holds certifications in Leadership Essentials, Project Management Fundamentals, and Cybersecurity Fundamentals and is a technology and GIS&T leader specializing in enterprise technology, geospatial intelligence, digital transformation, and data-driven innovation. He also serves on the North Carolina ArcGIS Users Group (NCAUG) committee, contributing to the advancement of technology, innovation, and professional practices across North Carolina. He also contributed to the development and implementation of award-winning technology initiatives for Cumberland County, earning 2nc place recognition in the NACo Information Technology Achievement Awards in 2024, followed by 1st place in North Carolina and 3rd place nationally in 2025.

 

Dr. Momeni maintains an active research portfolio with 2 published book chapters and 27 peer-reviewed publications. He brings a multidisciplinary combination of IT leadership, enterprise technology, geospatial intelligence, and emerging technologies, with a proven ability to translate complex technology into scalable solutions that improve organizational performance and public service delivery.

As GIS Administrator for the Town of Cary, Dr. Momeni leads the enterprise geospatial technology ecosystem supporting more than 1,100 internal GIS users and enabling technology-driven decision-making across departments. His leadership encompasses enterprise architecture, technology modernization, governance, data management, system integration, automation, cybersecurity, service delivery, and the strategic application of emerging technologies such as artificial intelligence and GeoAI.

Throughout his career, Dr. Momeni has led enterprise technology initiatives, developed scalable platforms and workflows, integrated diverse systems, and supported mission-critical public-sector operations. His experience includes enterprise GIS, cloud and web technologies, Python and SQL-based automation, public safety systems, CAD and NG9-1-1 integrations, real-time data services, and digital transformation initiatives. He combines strategic leadership with hands-on technical expertise, enabling him to work effectively across executive leadership, IT teams, technical specialists, and business stakeholders.

​Previously, Dr. Momeni served as GIS Manager for Cumberland County, where he provided technology leadership across enterprise GIS operations and supported strategic initiatives involving governance, automation, system integration, public safety technology, and organizational service delivery. His academic and professional work reflects a commitment to connecting research, technology, and practical implementation to solve complex organizational and community challenges.

Despite a busy professional schedule, Dr. Momeni enjoys hiking and landscape photography, particularly aerial photography using drones. In 2015, he was honored as the winner of the photography contest at the Indonesian Cultural Exhibition, reflecting his long-standing interest in photography and visual storytelling.
